Energy Minister Reaffirms Commitment to Revitalising Ghana’s Upstream Petroleum Sector -LCCE 2025

The Minister of Energy and Green Transition, John Jinapor, has reaffirmed government’s commitment to revamping Ghana’s upstream petroleum sector, pledging bold reforms to attract investment and boost local participation.
Speaking at the opening of the 2025 Local Content Conference and Exhibition in Takoradi, the Western Regional capital, Mr. Jinapor said despite recent challenges including a 32 percent decline in oil production since 2019 and waning exploration activity government is taking decisive steps to restore growth and investor confidence.

“Through regulatory reforms, fiscal incentives, gas development initiatives, and a renewed focus on local content, we are charting a new course for growth,” he said.

He emphasized that under President John Dramani Mahama’s Reset Agenda, the government is implementing targeted interventions to strengthen the sector’s competitiveness and sustainability.
Mr. Jinapor assured stakeholders that Ghana’s upstream industry is entering a phase of renewal, anchored on resilience, innovation, and stronger local participation.

“Together, we will build a resilient, competitive, and future-ready energy economy,” he added.
