Energy Minister Receives PSP Framework to Drive Electricity Distribution Reforms Without Privatisation

The Minister for Energy and Green Transition, Dr John Jinapor, has received the Guiding Framework for Private Sector Participation (PSP) from the PSP Committee, marking a significant milestone in Ghana’s ongoing electricity distribution reform.

The Framework sets out a clear roadmap for engaging private sector expertise in the operations of the Electricity Company of Ghana (ECG) and the Northern Electricity Distribution Company (NEDCo), while maintaining full public ownership and avoiding outright privatisation. The approach is aimed at improving operational efficiency, reducing technical and commercial losses, enhancing customer service, and attracting much-needed investment into the two power distributors.

According to the Framework, the reform agenda prioritises loss reduction, service quality improvement, financial sustainability, and stronger operational efficiency, all within a structure that safeguards public ownership of electricity assets.

The proposed multiple-lease model is designed to ensure robust governance, performance-based accountability, effective regulatory oversight, and the protection of social interests. This model is expected to position ECG and NEDCo to deliver more reliable and customer-focused electricity services in support of Ghana’s broader economic growth and energy transition objectives.

Dr Jinapor expressed appreciation to members of the PSP Committee, led by its Chairperson, Ing. Jabesh Amissah-Arthur, for their dedication and commitment in developing the Framework.
