PHDC Boss Dr. Toni Aubynn Calls for Review of Ghana’s Mining Law at 2025 Mining & Minerals Convention

The Acting Chief Executive Officer of the Petroleum Hub Development Corporation (PHDC), Dr. Toni Aubynn, has called for an urgent review of Ghana’s mining laws to strengthen local participation and boost investment attractiveness.

Speaking at the opening day of the Mining & Minerals Convention 2025 at the Kempinski Gold Coast Hotel in Accra, Dr. Aubynn, a former CEO of the Minerals Commission and the Ghana Chamber of Mines, shared insights during a panel discussion on “Policy, Regulation, and Investment Attraction.”

He described the Minerals and Mining (Amendment) Act, 2015 as ripe for review, noting that while it has provided a solid foundation, emerging challenges in the sector require new policy directions.

“Our laws must not only safeguard national interests but also position Ghana as a top destination for mining investment,” he stressed.

Dr. Aubynn highlighted the need to move beyond raw material supply to the local manufacturing of mining equipment, arguing that such a shift would unlock the full benefits of local content provisions.

He also commended former President John Dramani Mahama and then-Lands Minister Emmanuel Armah-Kofi Buah for their foresight in integrating technology into Ghana’s mining reforms, saying the sector must continue building on that legacy.

The three-day convention has brought together industry leaders, policymakers, and investors to deliberate on how Ghana and Africa can strengthen regulatory frameworks, attract sustainable investment, and maximise value creation from mineral resources.
