The Petroleum Hub Development Corporation (PHDC) has held a high-level strategic meeting with the Bulk Oil Storage and Transportation Company Limited (BOST Energies) and the Tema Oil Refinery (TOR) to explore collaboration opportunities aimed at bolstering Ghana’s energy and industrialisation drive.
The engagement, which took place on Tuesday, November 25, brought together senior executives from the three key state-owned institutions to discuss joint areas of interest, potential investments, and pathways for supporting the development of the proposed Petroleum Hub in Jomoro, Western Region.
PHDC Chief Executive, Dr. Toni Aubynn, underscored the importance of forging strong institutional partnerships as the corporation works toward establishing a fully integrated petroleum hub. He noted that closer cooperation with TOR and BOST Energies would not only enhance operational efficiency but also boost investor confidence, as many international players seek active involvement from established local entities.
Dr. Aubynn highlighted the rising demand for petroleum products across West Africa, describing it as a major opportunity for Ghana to position itself as a regional centre for processing, logistics, and petroleum trading. He also reiterated the benefits of situating the hub within a Free Zone enclave, which offers tax incentives and favourable policies designed to support long-term investment.
“The Free Zone incentives and tax exemptions provided by the government make the Petroleum Hub one of the most attractive investment destinations in the region,” he said. “Investors can enjoy a 10-year tax holiday, after which the rate will not exceed 15%, significantly enhancing project viability.”
Executives from BOST Energies reaffirmed the company’s commitment to initiatives that improve national energy security and solidify Ghana’s role as a reliable petroleum logistics and storage hub in the sub-region. TOR officials also expressed readiness to support PHDC through technical expertise, staff training, and potential collaboration on capacity-building programmes as the refinery continues its own revitalisation efforts.
The meeting was included by the Managing Director of BOST Energies, Mr. Afetsi Awoonor; PHDC Deputy CEO (Operations and Technical), Mr. Onasis Rosely; PHDC Deputy CEO (Finance and Administration), Miss Halimatu Sadia Abdulai; Deputy Managing Director of TOR, Mr. Mustapha Abubakar; and other senior management representatives.
