The Minister for Energy and Green andTransition, Dr. John Abdulai Jinapor, has reaffirmed the government’s commitment to strengthening Ghana’s downstream petroleum sector through expanded local refining, strategic investments and closer collaboration with industry stakeholders.
Speaking at the opening of the Ghana International Petroleum Conference (GhIPCon) 2026, where he delivered the keynote address, Dr. Jinapor said Ghana’s energy future would be determined not only by its natural resource endowment but also by the quality of its policies, investor confidence and sustained investment in infrastructure, technology and local refining.
He stressed that building resilience across the energy sector is essential to securing the country’s energy needs and driving long-term economic growth.
The Minister reiterated President John Dramani Mahama’s vision of expanding Ghana’s domestic refining capacity to maximise value from the country’s petroleum resources. He said the initiative would enhance energy security, create jobs and reduce Ghana’s dependence on imported refined petroleum products.
Dr. Jinapor noted that recent increases in crude oil production, coupled with the strategic allocation of Jubilee crude to local refineries, demonstrate the government’s determination to promote value addition, strengthen energy security and create employment opportunities for Ghanaians.
He expressed optimism that sustained collaboration between government and industry players would position Ghana to develop a more competitive downstream petroleum sector while consolidating its position as a leading energy hub in West Africa.
