The Nigerian House of Representatives has advanced a bill seeking to establish a National Authority for Renewable Energy to strengthen the regulation and development of renewable energy across the country.

The Electricity Act (Amendment) Bill, 2025, sponsored by Afam Victor Ogene, Chairman of the House Committee on Renewable Energy, passed its second reading on Thursday, October 15, 2026.

The proposed authority would take over renewable energy-related responsibilities currently handled by the Nigerian Electricity Regulatory Commission, the Rural Electrification Agency and the Rural Electrification Fund. It would also promote solar, wind, hydro and other renewable energy sources, particularly in rural and underserved communities.

Ogene said the proposed reform would improve coordination across the sector, stating:

“This specialisation will improve coordination, reduce institutional overlaps and provide focused direction for the effective development of the renewable energy sector.”

However, some lawmakers have questioned the need to establish another agency, warning that it could duplicate existing responsibilities and increase governance costs. The bill has been referred to the relevant committee for further legislative scrutiny and has not yet become law.
