Africa-Europe Foundation Unveils New Policy Reports at Africa Climate Summit in Addis Ababa

Addis Ababa, September 8, 2025

The Africa-Europe Foundation (AEF), together with a consortium of leading African and European think tanks and research institutes, has launched a series of new policy reports at the 2nd Africa Climate Summit in Ethiopia.

The publications form part of the RoadtoLuanda25 initiative, which seeks to generate data-driven insights and innovative policy recommendations ahead of the African Union–European Union Summit scheduled for November in Luanda, Angola.

The reports highlight a central theme: amid shifting geopolitical dynamics, Africa and Europe have a strategic opportunity to elevate collaboration in energy, industrialisation, and climate action. Achieving this, however, will require a reimagined business model to unlock more equitable and impactful partnerships.

The three flagship policy papers unveiled in Addis Ababa are:

  • Competitive Interdependence: A New Era for Europe-Africa Industrial and Energy Cooperation
  • From Ore to More: Mineral Partnerships for Industrial Transformation
  • Overcoming Carbon Lock-in: Rethinking Export Finance and Investment Law

Together, these reports provide a roadmap for advancing green industrial partnerships, correcting policy misalignments, and fostering deeper industrial interdependence between Africa and Europe.
