Mannschaft Backs PHDC with GH₵300m to Kickstart Ghana’s Petroleum Hub

Ghana’s dream of becoming a leading petroleum and petrochemical hub in Africa is one step closer to reality. The Petroleum Hub Development Corporation (PHDC) has signed a landmark Memorandum of Understanding (MoU) with Ghanaian firm Mannschaft Engineering and Infrastructure Systems to fast-track the multibillion-dollar project.

The deal, signed on August 13, 2025, will see Mannschaft pump in GH₵300 million to support the hub’s Phase One. This includes GH₵150 million to compensate landowners affected by the project and another GH₵150 million to help resettle communities and kick off construction.

PHDC Acting CEO Dr. Toni Aubynn called the agreement a “game-changer” for a project that has faced delays due to funding bottlenecks.

“Securing even half of the required compensation funding is a tremendous relief,” Dr. Aubynn said. “It eases pressure on PHDC and allows us to move faster in delivering this transformative project.”

He praised Mannschaft for leading the way as a local investor and urged other Ghanaian firms to support the hub, which is expected to attract foreign investment, create jobs, and boost Ghana’s industrial growth.

Mannschaft CEO Maxwell Adu said his company is ready to deliver the technical and logistical expertise needed to bring Phase One to life.

“The Petroleum Hub is a visionary project that will position Ghana as a key player in Africa’s energy future. We are proud to be part of this journey,” he said.

What Happens Next?

With the MoU in place, Mannschaft will transfer GH₵150 million to the Lands Commission as part-payment for compensation. The Commission will then issue a formal fiat to acquire the 20,000-acre site and begin processing payments for affected families.

Once completed, construction of Phase One can officially begin — a critical step toward Ghana’s ambition of building a world-class energy and petrochemical hub.
