Ghana’s Petroleum Hub Project Gains Momentum with New Singapore-Ghana PartnershipSingapore

Petroleum Hub Development Corporation (PHDC) has announced the signing of a strategic Memorandum of Understanding (MoU) between Surbana Jurong Infrastructure Pte Ltd (SJ) of Singapore and Mannschaft Engineering & Infrastructure Systems Ltd of Ghana. The signing ceremony was held at the Surbana Jurong Campus in Singapore.
The agreement sets the stage for collaboration on the development of Ghana’s flagship Petroleum and Petrochemicals Hub project. Under the MoU, Surbana Jurong will deploy its global expertise in master planning, engineering design, project management, and sustainable infrastructure. Mannschaft, on the other hand, will provide financing and logistical support to drive the preparation of critical deliverables for PHDC.


These deliverables include a detailed Masterplan, pre-feasibility and feasibility studies, a business case framework, and a decarbonization strategy aligned with Ghana’s climate agenda.
PHDC CEO, Dr. Toni Aubynn, highlighted the significance of the deal, noting that the partnership demonstrates the kind of international collaboration needed to position Ghana as West Africa’s leading petroleum and petrochemical hub.
“This MoU reflects the strong international partnerships required to realize Ghana’s vision. By leveraging the expertise of Surbana Jurong and the commitment of Mannschaft, PHDC is taking a significant step toward building the infrastructure and systems that will support industrial growth, energy security, and sustainable development for generations to come,” he said.


Mannschaft CEO, Maxwell Adu, expressed his company’s commitment to the project, emphasizing that the partnership extends beyond financing to long-term strategic support.
From Singapore, Mr. Wooi Leong Tan, Senior Executive Director for Global Energy at Surbana Jurong Infrastructure, reaffirmed the company’s excitement to bring its international experience to Ghana, stressing that sustainability and innovation would guide the project’s design and execution.
The MoU, which will run initially for three months, provides a framework for cooperation while the parties work toward a binding agreement. PHDC will play an oversight role and provide access to critical data but will not bear financial responsibility under the arrangement.
