GCDA Petitions Transport Minister Over DVLA’s ‘Illegal Spot Fines’

The Ghana Committed Drivers Association (GCDA) has formally petitioned the Minister for Transport to intervene in what it calls the “unlawful imposition of spot fines” by the Driver and Vehicle Licensing Authority (DVLA).

According to the Association, the DVLA’s Compliance and Enforcement Unit began enforcing roadside fines in June 2025 following the publication of a notice titled “Roadside Checks Defects and Infractions Delinquency Fees and Charges”. The notice indicated that drivers would be charged a flat delinquency fee of GH¢225 for various infractions.

The GCDA, however, contends that the DVLA has no legal mandate to impose or collect such fees. Citing the Road Traffic Regulations, 2012 (LI 2180), the Association argues that only the courts or lawfully designated authorities can impose fines, not the DVLA.

Through its lawyers, the GCDA has therefore petitioned the Transport Minister to issue a directive ordering the DVLA to immediately cease and desist from what it describes as an “illegal practice” of spot fines cloaked as delinquency charges. Find attached copies of the petition and other documents.
