PHDC Nears Partnership Agreement with Egyptian Consortium for Petroleum Hub Project

The Petroleum Hub Development Corporation (PHDC) is on the verge of finalising a partnership agreement with a consortium of leading Egyptian firms Chemexa Petrochemical Trading and Kaolin alongside the African International Alliance for Business and Sustainable Development and Ghana’s Adfat Group of Companies as local partners.

The development follows a productive meeting held on Monday, October 13, 2025, during which both parties expressed satisfaction with ongoing negotiations and signaled that the signing of the accord is imminent.

Discussions centered on strategic areas within the Petroleum Hub project where the consortium’s expertise could be applied, particularly in the construction of refined petroleum storage tanks and the development of an ultra-modern city to support the hub’s operations.

In his remarks, Acting Chief Executive Officer of PHDC, Dr. Toni Aubynn, highlighted the deep-rooted ties between Ghana and Egypt, recalling the historic bond dating back to Dr. Kwame Nkrumah’s marriage to Fathia Nkrumah. He noted that the Petroleum Hub initiative exemplifies Ghana’s vision of ensuring long-term energy security while creating sustainable jobs, adding that it also offers a new opportunity to strengthen bilateral relations with Egypt.

Dr. Aubynn described the Petroleum Hub as a transformative national project designed to position Ghana as a key player in West Africa’s energy market, stressing PHDC’s commitment to attracting both local and foreign investment.

Khaled Mahmoud Sawaby Aly, representing Chemexa Petrochemical Trading, reaffirmed his company’s enthusiasm about partnering with Ghana, noting that after successfully delivering major projects in Egypt, Chemexa is ready to expand across Africa with Ghana as a strategic priority.

He emphasized that the consortium brings proven expertise in tank farm construction and modern urban development and stands prepared to begin work once all formalities are completed.

The CEO of Adfat Group of Companies, the local partner and consultant, also pledged to ensure the smooth execution and successful implementation of the agreement for the benefit of all parties involved.

Dr. Aubynn concluded the session by thanking the delegation for their commitment and assured them of PHDC’s full cooperation and support to expedite the final agreement.

Present at the meeting were PHDC’s Deputy CEO for Operations and Technical Affairs, Onasis Rosely, along with key directors and management staff.
