LEC Holds First Stakeholders’ Validation Workshop on Liberia’s Integrated Power Sector Development Master Plan

Monrovia, Liberia | November 4, 2026

The Liberia Electricity Corporation (LEC), with support from the World Bank, has convened its first stakeholders’ validation workshop on the preparation of Liberia’s Integrated Power Sector Development Master Plan, a comprehensive strategic roadmap designed to guide the development, modernization, and sustainable expansion of the country’s electricity sector over the next two decades.

The workshop, held Tuesday at the Bella Casa Hotel in Sinkor, Monrovia, brought together key government institutions, energy sector stakeholders, development partners, and technical experts to review and validate critical components of the proposed national electricity development framework.

The Minister of Mines and Energy, Hon. R. Matenokay Tingban, delivered a remark and officially declared the stakeholders’ validation workshop open, underscoring the importance of coordinated national planning in advancing Liberia’s energy development priorities.

Speaking during the opening ceremony, LEC Managing Director, Hon. Mohammed M. Sherif, described the initiative as a significant milestone in Liberia’s ongoing efforts to transform its electricity sector through strategic planning, coordinated investments, and sustainable infrastructure development.

With financial support from the World Bank, LEC has engaged CESI, an Italian engineering consulting firm, to develop the Integrated Power Sector Development Master Plan, which will serve as a principal strategic instrument for guiding electricity sector investments and development over the next 20 years.

The master plan consists of three major components:

  1. A 20-Year Generation and Transmission Expansion Plan, developed under a low-carbon scenario to guide future electricity generation capacity and transmission infrastructure investments.
  2. A 10-Year Network Reinforcement Plan, focused on strengthening Liberia’s electricity network to accommodate increasing demand and improve system reliability.
  3. A Five-Year Network Management and Maintenance Plan, designed to enhance operational efficiency, infrastructure sustainability, and the reliability of electricity services.

“The expected outcome of this work is to provide sector stakeholders with a comprehensive, evidence-based view of future power system development,”Hon. Sherif stated.

He further noted that the integrated roadmap will provide a coordinated framework for short-, medium-, and long-term infrastructure development, ensuring that investments across the electricity value chain are properly sequenced, strategically aligned, and mutually reinforcing.

The LEC Managing Director also highlighted the importance of the initiative in strengthening coordination among Liberia’s international development partners, whose continued support remains critical to the country’s electricity sector transformation.

He acknowledged the contributions of the World Bank, Millennium Challenge Corporation (MCC), European Union, African Development Bank (AfDB), Japan International Cooperation Agency (JICA), Saudi Fund for Development, BADIA, and other institutions supporting investments in electricity generation, transmission, distribution, and institutional capacity development.

Sherif stressed that the master plan will provide the strategic direction required to maximize the impact of development financing, minimize duplication of interventions, and create a more predictable environment for private sector investment.

“It provides the strategic clarity needed to maximize the impact of donor financing, avoid duplication, and guide private sector participation in a coherent and predictable manner,” he emphasized.

Engr. Dele I. Shobayo, Director of Planning and Engineering Division, LEC stated that the overarching objective of the Plan is to establish an integrated national electricity development framework that aligns generation, transmission, and distribution investments with projected electricity demand.

He emphasized that the master plan will support Liberia’s national priorities of expanding electricity access, strengthening energy security, improving affordability, and promoting environmental sustainability.

As part of the validation process, stakeholders will review critical technical assessments that will inform Liberia’s future electricity development priorities. These include a 20-year electricity demand forecast covering 2026–2046, which projects national electricity requirements across various customer categories, and an adjusted demand forecast incorporating energy efficiency and demand-side management measures.

The validation exercise is expected to strengthen technical assumptions, promote stakeholder ownership, and ensure that the final master plan reflects Liberia’s development priorities and anticipated electricity requirements.

The Liberia Electricity Corporation considers the preparation of the Integrated Power Sector Development Master Plan a major step toward establishing a resilient, reliable, affordable, and sustainable electricity system capable of supporting economic growth, industrial development, and improved livelihoods across the country.
